ACCON UK Limited (ACCON) were initially commissioned to carry out a Noise Impact Assessment for the proposed residential development at 49-59 High Street in Southall.
The development comprises 131 residential units across a building varying from three to eight storeys in height. At ground floor level, commercial units were proposed.
In order to establish any constraints on the development from existing noise sources, a baseline noise measurement survey was carried out by ACCON to determine the noise levels during the daytime and night-time. The results of the noise measurement survey were used to calibrate a noise model of the development site and surrounding environs.
The predicted noise levels at the various building façades were used to provide advice on the minimum façade sound insulation required to achieve the target internal noise levels within habitable rooms. Our report supported a full planning application for the proposed development.
The Local Planning Authority set five planning conditions relating to noise on the planning consent. Three of these planning conditions related to the level of sound insulation between rooms of various uses including residential to residential, residential to commercial, and residential to plant rooms and lifts.
ACCON carried out detailed sound insulation assessments and liaised with the architects to determine suitable alternative design solutions to achieve the targets set by LBE.
The other planning conditions included a detailed BS 4142 assessment of the proposed plant installations on noise sensitive receptors and detailed duct attenuation calculations to determine the resultant internal noise levels due to the operation of the proposed mechanical ventilation systems.
Individual reports were prepared to be submitted in support of discharging the relevant planning conditions.
